The Bill itself is extremely simple. It gives power to the Fostmaster General nod to the Customs Cuthorities to detain any articles coming into the Colony which are expected to contain any publication of seditious character and if by these or by any other meane publications of seditious character are brought to the notice of the Covernor-in-Coatoil, the Governor-in-Council, may notify in the Gazette that such. documente shall be forfeited and upon such notification
such documents may be seized and confirested (Sections 3, 5, and 6). Any person who has sny interest in the papers thus forfeited has -the right of appeal to the Supreme
