Army Discipline. In the remote past discipline WRg maintained under the authority vested in a feudal Monarch, whose orders in the premises were embodied in a Bode known as "The Articles of War." In time of war there was no question of the validity of theso Articles but, in 1888, the mating of a Scottish regiment. raised the point of the application of the Artioles in time of peace. It was then decided by the Courts that in the absence of any atstate to enforce discipline and punish military offences a soldier, in time of peaco, was amenable only to the civil law. If there was to be an Army at all such a statute had to be passed but the long struggle against absolutism under the Stuart Kings made Parliament cautions, and the Matiny Act of 1883 was passed for only one year. All subsequent mutiny acts were passed under the same limitation until 1879, when a new legislative solution of the problem was resohed.
