There seems a disposition to try the experiment of getting men locally and leavening them with a good sprinkling of experienced dookyardmon. Within the next few years there will be some five thousand men engaged at the Scotch base, and this number will be greatly increased when the place gets into full swing. Rosyth is to be à sort of submarine and torpedo craft headquarters at the start. In all probability it will flourish at the exponge of Chat- ham and Sheerness.

The Rickmers Company has, says the Manchuria Daily News, lowered its freights en beans, seeds, ground-nuts, etc., from Enatorn porta to Europe by 30 per cent. The Freight Confer- ence, from which the Rickmers Company keeps aloof, has, in consequence, been advised to re- duce the freights on the same cargoes by 7 shillings to-35 abil- linge, and intends to offer a further reduction of 25 per cent, with a view to competing with the above company.
