Summer has announced itself with its usual concomitant of un- welcome beat and foetid smells, and plague and small-por, the most dreaded of annual visitanta. to the colony, have- made their presence felt rather earlier than usual. It is therefore necessary that the Sanitary authorities, not. with standing native prejudices should get busy with the yearly clean-up if an epidemic is to be avoided. At its best the sanita tion of Hongkong has little to commend it. Conditions have certainly improved since the services of experts had to be requisitioned from, England, but the sanitary arrangements have still many anpleasant features which could be remedied by a little initiative on the part of those responsible and an effort to win the co-operation of the people. Hitherto the efforts of the authorities have been mainly directed to keeping down, by vigorous measures, the spread of disease once it has broken out; now, it seems, the time has arrive. ed for such measures to be taken a8, in the opinion of those who have studied anitation, are best calculated to prevent the oour rence of disesse.
