And we imagine that the lamentable facts revealed by the Army report for last year, showing, as they do, a marked falling off in recruiting will prove another bolow to the passo-at-any-price fanatics. It is fatal to trifle with big issues of this kind. The taking of risks must be avoided at all coat. We may regret the heavy expenditures on fighting machines, but in a matter of this kind it is better, if we err at all, to err on the right side. It has been well said that the day of peril is too late for preparation.
