This Commission consists of the Minister and Vice-Minister of Finance, a hainber of financial exports from the Audit Depart- ment, and other officials, includ. ing Foreign Advisers, and besides the reform of the currency it is. charged with the task of reporting on the reform of the taxation system, the banking system, the issue of public bonds, the system of bookkeeping and a number of other financial questions. Mr. Morse, in his very illuminating article on the currency problem in Ohian, contained in his book on The Trade and Administration of the Chinese Empire, evidently: does not anticipate success for any scheme which the wit of man may devise for uniform national currency in China. "The in born disposition of the people," he says; "is to accept no coia and no aurrency as legal tender, but to make them all except the lowly, cash, the subject of barter.
