Canton's Money Trouble. The only trouble in Canton at present, as stated by Governor, General Lung in an interview accorded to our representative on Saturday, is the currency quest ion. Not until that is settled and the currency restored to its full face value can the best-laid plane of the Government be given- effect to. The Government is not only severely handicapped by the beavy discount but trade suffers and discontent is fostered: in circle where otherwise perfect harmony would prevail: Govern- ment notes are valued at present at something like 65 cents to the lollar, a loss which is reflected fin an equivalent risa in the cost. of living, Tunive the probim la number of enthusiastia Chinese have laid their heads together in an effort to flat a bank with a capital of no less then thirty million dollars. The scheme is Ambitious enough and evidently has the full support of the Governor General and his asso ciates. Unfortunately, however, previous experience of similar undertakings on a smaller scale is nope too encouraging.

In the first place we must confess to me disappointment on finding That the Suez Canal Rules have Hren made the main basis for the Panama Canal Rules. We had lped that the American Govern- ment would bave viewed Panama Canal more as an investment for atrategical and naval purpose than ae a commerical venture requiring the earning of interest an the immense capital whichar hoe been sank in the under taking. We think that the British Board of Trade regula- tions would have afforded on equitable basis for the Panama Canal dues; and that the ad- option of those regulations would have given more general satisfac tion to the users of the canal than any other rules.
