LEARNING REMAINS IDLE.

A Peking paper, which is usually well-informed on Chinese) affairs, is responsible for the complaint that a large number of Western trained students have been back in China for over a year without being able to find a position. It points out that though they have spent four or five years laboriously studying in the West and though the Government needs capable men, they remain idle, and less capable men, "who have no education but influential friends," find employment. There is point in this charge. Aside from the fact that the best use is not being made of men who have devoted part of their lives to securing an education which might be of great service to their country, this treatment in fairly certain to deter pro- spective students. The actual loss is, therefore, twofold and is entirely regrettable.··

Yet it is not altogether surprising to find that China is slow to take advantage of the learning which her sons have received in the great centres of culture in the West. No, people in the world are alower to adopt new habits, now ways of thought or action, than the Chinese. The missionary, whether of religion or commerce or educ ation, has a long row to hoe before he can see even trifling fruite

of hin labour. The passion for anoient things and ancient ways is strong in the Chinese and will not easily be aprooted. The adop tion of a Western form of government seemed the beginning of the new age, but already that has given way to Government very much on the lines of the old. Yet not entirely so. If the advance has not been so great as was expected it has been sufficient to offer hope that the day of free popular government is not too far off. And the same should obtain in other fdirections. Hasten slowly is no bad rule for China to follow, even in the matter of Western education.
