THE VICE-PRESIDENT'S RESIGNATION.

But what is his purpose? The letter does not make it clear whether he wishes to persuade the President into ourtailing the power of the Tatabs or whether he desires the other Tatubs to follow his example any case, he makes no mention of the circumstance that he still holds two posts which will claim all his attention and exercise all his skill. He is still Vice-President of the Republic and Chief of the General Staff, and if he applies himself earnestly to these posts he will find himself as busy as he wants or is gcoil for the country's government. This undue duplication of posts under the new government is a matter which requires at- tention. A man cannot be at once a useful Tatah of a provinco, working and residing there, and Vice-President of the Republic which demands his presence in Peking,
