China Coast Conditions. The last and largest concession to the officers and engineers of vessels employed on the coast of China, free passages home and balf-pay while cn leave, is one that will go for toward equalising the conditions of employment in local waters de compared with shipping out of home ports and will undoubtedly serve to attract to the China coast a better class of officer than those on whom the firme bave recently been compel- lod to rely for the navigion of Bir ships.
