ference, the object of which is to secure uniform action by the maritime nations with the view of minimizing the dangers which at present attend sea travel.

He divided the questions to be discussed into five heade :--

.:

(1) Is it possible by construc- tional arrangements to decrease or to eliminate the liability to founder? I have in mind more especially bulk-boada and wrier- tight compartments.

(2) In the event. of collision, fire, or other accident, what ap- paratus and machinery are TO- quired to minimize the disaster and to save the lives of those involved? This head covers the provision of boats and their accessories and of other life- saving appliances, of fire ex- tinguishing appliances, and other apparatus into the details of which I need not enter..

(3) And equally important- What are the best arrangements to ensure the organized use of there life-saving appliances, so that they can be most effively, coolly, and expeditiously handled * on board the ship herself, and on Foard a resoning ship as well?

(4) How can aid and assistance from another ship, or from the abore, be most quickly and effectively invoked and obtained? Under this head I especially have in mind wireless telegraphy-a question of vital importance. I should, in this connection, like, on your behalf as well sa my wn, to pay a tribute tz the inventive genius who has render-

effective this great discovery. Finally, what measures, apart from the vessel itself, can be aken to diminish or avert the ikelihood of accident? Under. his heiding come the observation fice in the North Atlanto; the atrol of the ice regions in those waters; the observation and re

orting of derelicts: storms and 'og-signals and warning, do.
