Dr. Sun Yat-sen in his receut apologia, in the form of a letter t a friend at Peking, acknow le iges that Yoon Shih-kai has "great ability, deep knowledge, and rich experience," but lamenta at they are all of "the old stuff f the despotio age unsuitable for he civilised age of the new ad- nin-tration in Chipa." But Dr. Sun's opinion no longer carries in China the weight is 'did, two years ago, and it is patent to all that Yuan Shih-kai enjoys to-day a larger measure of public con fidence than he has had at any time since the overthrow of the monarchy.
