The Ambition of Mongolics. From the calm heights of perience and with a pitying die passionateness Europeans in the Far East look down on the esger ambition of the people of the Orient and their struggles for civilization, in the Occidental acceptance of the word, and are inclined to belittle the efforts sof Mongolipa to reform the custome and conditions of their various countries. Bat the signs of the awaking of the East are more and more manifest, und, while a coore of years ago it as axiomatic that the Orient would never consider any rule other than a direct one. from a single head, China BOW has its Republic, the Filipinos loudly cry for autonomy and Government by the people and Japan is already far advanced by: the acquisition of a full and practised representative adminis- tration. It in evident that Asia is borrowing from Europa par- liamentary government, but it is elso evident that the nations are nding it a very dubious con- trivance and unweildy in the extreme,

Commercial Code Né ded; The Tientsin ^^ ex¡›riment, which it was hoped was to prove. a great improvement on the methods of the Chinese tribunale, failed for at least two reasons: the arbitration Courts found that they were sometimes powerless to enforce their decisions, and the Chinese claimed that the proceed- ing must be regiprocal, and foreigners did not show them- selves willing, in cases where they were defendants, to submit to the judgment of these arbitration Courts The Trailo Itaport gives no details of the constitution, or working of these Courts, but, în the absence of such detaile, the propose arrangement would certainly seem to be one sided, for in a case of claim and counter- olaim the:: claim against the Chinese would have to be sub- mitted to arbitration, while that against the foreigner would te tried by his own Judge and se- cording to his own law. There may have been conditions to make | this arrangement more equitable than would appear on the surface, "but it is, at all events, certain that such snarargement would never astisly Ching Least of all in these daya" when -"" sovereign rights are so jealously guarded. But if the Tientsin experiment failed, it has done some good in once more demonstrating the great need there is in China for some definite legal basis for mercantile transac tions for a code of commercial law.

The Balkans' Ferment, It is clear from many Reuter's telegrams recently sent that all in by no means well with the Bal- kan States, There seems to be a perennial source of troubla re- garding them, Greece and Al- bania being at present the most conspicuous among the, bellicose bodira snarling over something which they have concluded is theirs by right or by might. Quite recently Turkey was equally couspionaas. One might eup- pose that by this time all the peoples of the Balkan regions had had more than enough of fight- ing. All have anffered heavily all have lost many men, and must presently be in aevere finan oisi straits; all must inflict ex- treme distress upon their popula- tions if they do not permit them to devote themselves to industrial and agricultural puremta, In spite of all those, considerations Turkey is confronting Greece, with demands with which the letter kingdom can hardly.com- ply The Ottoman Government, encouraged by its successes in in now inclined to use ite red strength; in other
