Local Government to the effect that the Lieutentant Governor bas concurred with the finding of the Court and the Assessora, in the Marine Enquiry held into the circumstances which led to
the collision between the. Irra- waddy Flotilla Company's Stea- mere Bandools and Starlight in the Irrawaddy River on April, 28 1913.
The Liententant-Governor, in concurring in the finding of the Court, remarked that the Star- light was to blame for the collison. There appeared, however, to be considerable doubt whether the serang of the Starlight was him- self navigating the vessel at the time of the collision or that he had been doing so for some twenty to twenty-five minutes before the collision occurred. It also appear ed that the serang was expected: to be on daty both day and night, and that at the time of the a0- cident the navigation of the bama janë nouolám (3hu Paradise at the Pacific).
