To the Editor of the

"China Daily Outlook."I Sir Allow me to answer in the "Outlook" "the nuwairanted and groundless assertions of the "Telegraph' editorial of yester- day concerning the Philippines and the Filipinos.. I did not ad- dress this letter to the "Talo- graph," because although the ob- ject of that paper is "to publish correct information, to serve the trath, and print the news without fear or favour." it does not, give pablicity to all that is contrary to the intereats of Ameriona Ima- poralism of which it is an ardent defender.

What shall we say of a man who says that black is white and vice versa? This is exactly the line of reasoning adopted by the

Telegraph

on the Philippine question, and for this reason, I refrain from refuting its error and sophisms, above all, when it saya that "the people whose country the

The following appointments are notified in the Government Gazette-Mr William Hill to be a Second Class Sanitary Inspector, with effect from September. 23, Mr Edgar William Carpenter to be an Executive Engineer in the Public Works Department, with effect from July, 28.

Lieutenants W. Russell and G. E. Stewart of the Hongkong Volunteer Corps are promoted to the rank of Captain, with effect from the 1st and the 2nd October respectively.
