HONGKONG, FRIDAY, OCTOBER 19, 1913.-
DRIFTING TOWARDS A CATASTROPHE.
Mr. Churchill's speech at Dundee, the gist of which will be found in our telegram columns to-day, following hard upon speeches by Unionist leaders, makes it fairly clear that there is little prospect of a conférence on Home Rule: Mr. Churchill, of course, admits that the bill is not unalterable, bat ho also makes it pretty clear that the Government is not likely to alter it very materially. It would be an ill day, he said, when a Government was wosk and cowardly enough to succumb to the violence of any section of the community. That means that the Government has no intention of giving way. Neither side, as a matter of fact, finds itself able to enter a con- ference except with reservations which make even temporary, far less lusting, agreement possible.
The nearest approach to holding out the olive branch, on the part of the Ministerialists, was when Mr. Ellis Griffith, some weeks. ago, made tentative proposals towards arriving at an agreement. But even be insisted upon "a Parliament, or Assembly, or Council, representing and entitled to voice the views of Ireland as a whole." On the other hand we have Sir Edward Carson quite willing to confer upon the matter of Government of Ireland. He is even anxious for such a conference, but only on the basis that under no, circumstances whatever will Ulster surrender a fraction of her right to be governed by the Imporial Parliament or by an Executive responsible to it.. Equally, Mr. Redmond, who has been singularly quiet throughout all the recent turmoil, bas declared very plainly that he would rather not have Home Rule at all than Home Rule. with Ireland left out.
