"I have the honour to again call your attention to the unneces sary delay in the transference of American mails in Japan dispat- ched from the United States y ther than Japanese mail steamere From the appended table you will aote that delays never occur with mails arriving from San Fran- “ cisco or Seattle by steamers of the Japanese lines. It invariably happens in cases where Japanese steamere are concerned that the mails are received in Shanghai in Advance of the steamera which carried them soross the Pacifio and, when the steamere omit the transshipped and seldom occupy call at Shanghai, the mails are more than four daya in transit from Yokohama to Shanghai. Maile dispatched from the United States by the Pacific Mail stoamera omit the call at Shanghai, and, in cases where they are trans-shipped, they are unnecessarily delayed in Japan and notinfrequently occupy nine days in transit from To hams to Shanghai, This is subject of great complaint, and anything that can be done to pre vent the annoyance will be ap preciated by the patrons of the office,"
