Governor Forbes' Resignation. A sensation has been caused in the Philippines by the resignation Governor General Forbes. Though cables to the Manila papers recently have indicated the probability of an early change,. it was known that Mr. Forbes did not contemplate resigning the office until next year, and the official announcement that he cabled his resignation, "sa sug- gested by the President," on Sunday evening last, to take effect on September 1st, came as a dis- agreeable surprise to the American commanity, who realise that in him the Islande are losing a con- scientious, hard-working and sound, administrator. As the cable from the Secretary of State for War, calling for the resigna- tion, was marked “confidential," it has not been made public, but the change in the Executive would seem to be the outcome of the attacks upon the Administra- tion which have been made in the House of Representatives and elsewhere by the Hon: William Jones, of Virgina, the author of a Bill to grant the Filipince inde resignation Mr. Forbes has made pendence. Having cabled his
public a very lengthy reply he has made to Mr. Jones' ohargea against his administration. It extends, to many columns in the . A correspondent of the " North China Daily News" says that of late years "the up-country mer chant, especially the Szechuanese, has been gradually taking up the position that, if he has profit, he takes away his cargo promptly, but that if he stands to lose in any way, he can delay delivery. aa long as it suite him. The present combined attempt on the part of all the the Szechuan mer. chants to cancel all their engage- ment at one swoop is merely intended to drive the wedge further home. It appears more than likely that the real under- lying motive is a scheme to buy back the sams.cargo at a cheaper price a week or a month hence, Such unprincipled action on the unworthy of traditions which have won for the Chinese in the field of commerce the unrivalled reputation of their word being se good as their bond.
