BALKAN DANGERS.
There is point in the note which Bulgaria has presented to the Powers. It states that the Turks are marching towarde Airjali and Gumeljina and declares that it is iniquitous that the Treaty of Bukharest should oblige Bulgaria to demobilise while the Turks are permitted to infringe with impunity one of the fundamental dispositions of the Treaty of London. The Note urges the Powers to prevent the continued presence of the Tarks on the Bulgariaz side of the Enos-Midia line. But why should it be necessary for Bulgaria to address the Powers at all on the matter? Presumably there is an absence of unanimity amongs the Powers on the question of eviction or non-eviction of Turkey, else they would have acted before now. It will be an amazing thing, however, if they permit Turkey deliberately to flout their own Treaty the Treaty of London. So far they have acted the part of interested spectators of the crisis. They cannot well help being dragged into it now, in spite of themselves,
