In the latter case, however, there is always an appreciable affect upon the 'Banual cost of road mainten- ance and this being so thore is also an appreciable difference in the extent of the repairs. The publio is not so frequently incon venienced, the roads are more free from dust tban is the oase with the ordinary sandbouad road and conditions altogether are healthier. The absolute necessity for properly constructed roads is everywhere recognised aad an up-to-date city like Hongkong should not lag behind. Threatened Massacre of Lepers.

News has just come 1. hand. from Wuchow to the eff.ct that there is great commotion among the lepere there on account of a*. rumour that all lepers in the Pro- vince are to be shot. It is said that orders have been issued to thie effect by the Governor-Gen- eral. Just below Wuchow there. isa Colony of lepera and a few days ago about ten of them went up to the Wesleyan Mission in their boats seeking protection. We can quite under- stand the anxiety of these poor people as recent masencres of lopera at Nanning and Lung Chau are still fresh in their memories. It is to be hoped that

The bungling of the matter is greatly to be re- gretted, because the Government school will need all the support it can possibly get from parents resident on the Peak if the school is to become approximately self- supporting. It could scarcely · have been unknown to the Edu. cation Department that the Man- aging Committee of the Volun- tary School ust have incurred expense in the equipment of the school and certain obligations both moral and financial with regard to the mistress, and it is distinct- ly reprehensible that the Govern ment should have ignored these considerations. An amicable ar rangement, no doubt, would have been possible, and, without hav ing any authority for making the statement, we venture to think that the Government school in that event would have been gladly welcomed, for so long as the existence of a school on the Peak is dependent upon the kindness and generosity of a resident who is able and willing to devote a

accommodation of the school, the institution cannot be rogarded as being on a satisfactory and per- manent basis.
