An Indian contem. porary, discussing the problem, agrees that the Act seems in large measure to comply with the sug gestions made by the Secretary of State for India and endorsed by Seorotary of State for the Colonies in 1911 and 1912, when the meas ure was under consideration, but it retains and the Indian comme munity seems to protest bitterly against its retaining the existing rules as regards the Free Stale.
