It is practically no trouble for the Clerk of Councils to transmit a copy of the grounds of appes put forward by the appellant, and the matter could be dealt with by the Board at its next fortnightly meeting and its report for warded to the appellant, so that no delay or hardship would be inflicted on the latter. It may be said that this is unnecessary circumlocation, as three members of the Board are also on the Executive Council: but they ave also not there as representatives of the Board. They may even have been in a minority at the Board, or they may be absent either from the Board meeting or from the Council meeting at which the matter is considered. It is only after a reference to the Board as anch that the Council can be sure that all the facts and arguments bearing on the question at jasne have been fully laid before him and that is the sole object of my motion to-day. I do not for a moment suggest that this Board should seek to review or upset any de- cision of the Executive Council; all I claim is that the Board should have the opportunity, as it has the right, of laying its side of the case before the tribunal which is supreme under the Or-tong Chamber of Commerce in a dinance.

The president remarked that the man would close up his shop instantly. In the last prosecution of this kind the shop was closed and it was quite possible for the man to start again and not be discovered. He thought it would be very unfair to expoce a man's business to damage if they did not take him to court.
