SANITARY BOARD.
THE HONGKONG TELEGRAPH,
Dr Fitzwilliams explained that he brought up the matter because there was a question not only of "doping" of milk bat of other drink in the Colony.
Mr Bowley agreed that when a conviction was obtained it should be made public but if that were done with an unproved charge it (Continued from page.)
seemed more than likely that they communicating with the Gover-would incur some liability." nor-in-Council. What I ask for is very simple: the second paragraph of Section 265 provides that the appellant should state the ground of his appeal concisely in writing, and that the Clerk of Councils should give him 7 days' notice of the hearing of the appeal. The next paragraph requires the Clerk of Councils to furnish the appellant with a copy of the evidence and documente

LEGISLATIVE COUNCIL..
The orders of the day for to morrow's meeting of the Lagisla tive Councilere First reading of a Bill entitled An Ordinance to amend the Legal Practitioners Ordinance 1871.
First reading of a Bill entitled An Ordinance to provide for the regulation of Wireless Telegraphy.
First reading of a Bill entitled An Ordinance to amend the Arms and Ammunition Ordinance, 1900.
First reading of a Bill entitled An Ordinancs to give effect to the change in the name and style of the office heretofore known as that of the Registrar General.
Second reading of the Bill en- titled An Ordinance to amend the New Territories. Regulation Or diuance, 1910.
Second reading of the Bill en titled An Ordinance to amend the Tramway Ordinance, 1902.
submitted by the respondent for the consideration of the Governor. In-Council,This shows that there must be a respondent, and the only possible respondent
Board, ja the
who must submit their evidence and doan ments to the Governor-in-Council. It is practically no trouble for the Clerk of Councils to transmit a copy of the grounds of appes put forward by the appellant, and the matter could be dealt with by the Board at its next fortnightly meeting and its report for warded to the appellant, so that no delay or hardship would be inflicted on the latter. It may be said that this is unnecessary circumlocation, as three members of the Board are also on the Executive Council: but they ave also not there as representatives of the Board. They may even have been in a minority at the Board, or they may be absent either from the Board meeting or from the Council meeting at which the matter is considered. It is only after a reference to the Board as anch that the Council can be sure that all the facts and arguments bearing on the question at jasne have been fully laid before him and that is the sole object of my motion to-day. I do not for a moment suggest that this Board should seek to review or upset any de- cision of the Executive Council; all I claim is that the Board should have the opportunity, as it has the right, of laying its side of the case before the tribunal which is supreme under the Or-tong Chamber of Commerce in a dinance.

In conusation with the quartar-relative to the construction of
ly return of food samples inspect ed under the food and Druge Ordinance in which there was one ears of adulteration of milk, Dr. Fitzwillians urged that he bad always held, and had tied to get support from the Board, that in the case of adulteration of drink, where a conviction had been oured it should 19 framed and hung up in the bar in which drink was sold and in every rival bar and canteen in the colony. He thought the same should apply to milk as well, as that would be a far better way of stopping adulteration than by a small fine. The president-Is it proposed that a vendor of milk should put his own prosecution up in his own shop?
Dr. Fitzwilliams:-Yes,
The president remarked that the man would close up his shop instantly. In the last prosecution of this kind the shop was closed and it was quite possible for the man to start again and not be discovered. He thought it would be very unfair to expoce a man's business to damage if they did not take him to court.
