HONGKONG, WEDNESDAY, JULY 2, 1913.
NATIONAL SPEECH.
Not by any means for the first time, a movement is in progress at Home for establishing a universal method of English pronuncia- tion; but, up to the present, there scoms but little agreement as to what the standard adhered to shall be. To decide this appears to us so hopeless a task that it might well be left alone. With a dead. language, as well as with a few modern ques, it is possible to draw up arbitrary xulos which can quite easily be adhered to. The Italic pronunciation of Latin is a good instance; the learner has but to commit to memory a few facts (eg. that is always ah, or thatg is hard before «, and « and soft bstore and i) and the thing is done. With English this is at present an impossibility and thoes who love the languago of Shakespeare fervently hope that the im- possibility will continue. Our language, in its many emi-dialects as it stands to-day, is itself a history of a people; and the day that it is successfully standardited, half that history will be smothered. It is not uncommon to hear thoughtless people bewail- ing the fact that the Englishman, the Irishman and the Scot speak
accent and, to some little extent, its own vocabulary. But these grumblers forget that much the same thing existe in other countries, We at least have not the patois difficulty as it is seen in France or Germany, where the variations between certain local tongues sro distinct as English' and Daich.
