He added it would be directly to the advantage of both England and the United States if they combined to free both Canals from all tolls. As far as shipowners are concerned, it is not generally considered that tlo freeing of the Canale would' beneficially effect them. In tho past it has been the custom for shippers to claim all advantages given in respect of reduced charges, etc., and it wonki be found in practice that shipowners would be no better off under a free Canal than they are at present.
