Turkey and the Slavs, With the present situation be tween Bulgaria and Servia as oritical as it might well be, with Tarkey, the defeated, placed in the background for the time being by the jealous rivalry of two "Allies," it is of much interest to read, as we do in an article in the "Literary Digest," of Tu: key's hopes in the ultimate power of the Slavs in the Balkan States, Austria, Poland and other parts of Russia. Turkey, we learn, now perceives that the Slavs, long oppressed in Poland, in the Balkans, and in Russia itself, are rising to be the most formidable race in Europe. The Slavs form

large fraction of Austria's population, and thus the' dual monarchy may be said to nurse 8 serpent in her bosom. For if the Slave outside Austria begin to move, the Austrian Slava will become a domestic danger. Such facts "are" what Turkey is advised by the “Ikdam” (Constantinople) to reckon upon, and to govern herself socord- ingly. This is the tenour of an article entitled "Our Duty After Peace." The fall of Adrianople has roused the fears and anxieties of the Ottoman Empire, and the only hope, the country has is to save the pieces of its broken epleadoar and greatness.

Daily Press.

Dismissal of Tutuks

We are told in one Republican organ that" the most wretched. aspect of these arbitrary dismiss- als is that they are wholly un merited." We are in no position to say whether the dismissed Tutaba are or are not men whose administrativə gifts they have had no training in most case fit them for the offices they have held, but in any country in the world ample justification for their « dismissal would be seen in the fact that, instead of making it their primary duty to promote public tranquility in the territorities under their jurisdiction, they have been continually denouno ing the Central Government and doing their best to create in their respective provinces a public opinion so bitterly hostile to the Central Government as to weaken its authority, The Republican papers would have the world be- lieve that, as one of them puts it, "the fact of the matter is that ex- amination of the documente ir the Bung cage revealed a plot to
