American Sea Power.

The Americana are not merely content to possess a great sea power, but they want the world at large to be fully aware of the lact. There is a good deal to be said for this policy, and it is somewhat unfortunate that we are not ourselves in a position to imitate it. We are compelled, by inexorable conditions, to keep our battle fleet in the shan of Northern Europe, and in close touch with the shores of England. The strategic neces- aity cannot be gainsaid; but the regrettable consequence is that the flag of Britain has almost dis- appeared from the outer cceans, and that even in the South Atlantic and the Mediterranean the force it covers is relatively in- significant. We cannot send our main fleet to cruise in distant waters, as the Americans in their unmenaced security at home are... able to do at will. It is a grave question whether we ought not to have some really effectivo force available to support the prestige of England abroad; and whether the Dominion contingents ought not to be kept as the nucleus of an Imperial Flying Squadron, capable of being sent to any pro tion of the water surface of the globe, and not wholly incommen- surate to the power and the traditions of the British Navy.

The Chinese Language. The thought of tampering with an ancient language must be re pulsive to many, but it is difficult to avoid the conclusion that the Chinese language as it stands is an obstacle to the progress of the people using it. The clause in the Treaties to the effect that, in case of any divergence of meaning between the Chinese and Euro- pean versions, that in the latter language is to prevail, is a sufficient demonstration that classical or official Chinese je but ill-adapted to meet the require- ments of modern life. Clarity and intelligibility would doubt- less be gained by the use in writ- ten documents of language ap proaching the periphrastic collo- quial style, but to combine word- accuracy with donciseness; addi- tional particles to serve as, say, relative pronouns are necessary. One thing iscertain the Chinese language must adapt itself to mod- ern needs, and to the needs of a people who, while learning the value of universal education, are casting aside the classical tradi- tion. Moreover, while it is desir able to make the written language accessible to all who have a rüdi- mentary knowledge of Chinese ideographs, it is still more desir able to preserve the unity of the written language, and it appears
