To prohibit the receipt in Hongkong of sub- sidiary ecins from these dis tricte would practically mean a cessation of business interccurée with the interior; while impor- tation under licence, as conceded by the Government, will allow of

the only condition being that they will be promptly exchanged and notput into circulation to the detri ment of the local currency. Noth ing could befairer to the interests involved than the concession which the Government has de- clared its willingness to make. That the Government has also agreed to accept the lot of March"- naxt year as the date for the pro- hibitory measure to come into operation, is also a concession which should be received with gratification by those parties who have made representations.
