Their obvious duty is not only to maintain in the highest state of efficiency the large fleet of gunboats and police pinnaces they now possess for patrolling the waterways, but also to do a great deal more than has been done up to the present to search the pirate lairs for firearms. The reports in every instance show the pirates to be well equipped with firearms, and if success is to be won in sup- pressing brigandage and piracy, the authorities must bend their energies to the task of depriving. the brigand population of the weapons they possess. Unti that is done there can be little hope of improvement, Therefore, the sooner the Canton Government strengthens its police control over the population in the riverine towns, and conducts rigorous searches for firearms and makes the possession of lethal weapons. without a licence an offence punishable with extreme severity, we do not see how it is pos aible to hope for the suppres sion of brigandage and piracy.
