The Cult of the Bomb. Chinese officials are cognisant of the dangers to which communi- ties are exposed through the un-' desirable. Only a few days ago a Shanghai newspaper strongly ad- vocated a crusade against the Ish- maels of society. Peking has already moved in this direction,. for there" those who are runaway: criminals are forbidden residence, as are those who are habitually dishonest, or have no occupation." The political refugee might be allowed to enjoy the protection of a friendly Power, but he must not so abuse the privilege as to preach sedition and incite men to an- archical outrages. Of late years the cult of the bomb has dev eloped largely and our only hope in the East is that strong repressive measures will be taken by all authorities to crush oat these secret societies. A reform of this kind will take years to effect and will tax many a strong arm, but the age we live in de- mands that the desperado, should know that the law protests com munities from fanatics.

Chinese Legal Reform.
It is, accordingly, perfectly plain that no reform of the Chinese legal system that does not extend to the commercial law can be satisfactory, nor should such re- form present insuperable diff- culty. The different trade guilde throughout the Republic should be required to submit copies of their rules to the Ministry of Justice, where they would be ex- amined by a commission of experts, who would, after expurgating any
rules that were plainly un- reasonable or inconsistent, pub lish the whole compilation as the commercial law of China. This would probably be added to from time to time by duly recorded judicial decisions embodying further established custome, or by statutory enactments, but, apart from this the essential of a fixed and easily accessible standard would have been fulfilled.
