The Underwood Bill, There is every chance of the Democratic Tariff going through just as President Wilson wants it. The majority may be small, but the President would be stultifying bimself if he allowed the tariff to stand. Just before the election, it will be remembered, he denounced the existing tariff as a national incubus which must be removed. The Democrats, he has since declared, were called to power for the express purpose of reducing the tariff. They have certainly wasted no time in setting about the taak in a thorough-almost revolutionary manner. Presi- dent Wilson has done the right thing in bringing the proposed changes so quickly to the front, not only for the people generally bat also in the commercial and industrial interests of the country. It is impossible to make au omelette without breaking eggs and some businesses may have to suffer temporarily from the change. However, the cooner the uncertainty is ended, if it may be any longer regarded as an uncertainty, the sooner will the business world adapt itself to the distance, seem to be eminently conditions which, viewed from

reasonable though carried out on demceratio lines.
