The Engineering Profession. *There is doubtless quite as much "business point of view in the fixing of standard fees as in competition on a price basis, and we question very much, though we sympathise with the desire to raise the tone of the pro- fession to a higher level, if engi- neering would not suffer and individual enterprise be killed through becoming something akin to a close corporation restricted in numbers and working tos jealously guarded scale of fees as is the case with medical men and parti- onlarly lawyera. It is, of course, a oarious anomaly that no one knows what an engineer really is. Eastern Engineering for May tells us that "according to British law, men of the stamp of the late Sir Benjamin Baker, Sir William Shelford, Sir Frederick Bramwell and the other men who have left marks of their ability all over the civilized world, were no more engineers than the man who comes to put a rod down a choked. sink, or adds a length of wire to an electric pendant." There should certainly be a clearer definition of the relative status of the different types of men who are now called engineers.

Japanese in California.

"But under present conditions," says our San Francisco contem porary. where no serious.situs- tion exists or is likely to exist, if California enacts legislation which Japan claims infringes her treaty rights, and for which that country will hold, not California, but the whole country, responsible, we may expect that the Nation will turn upon the State and make its power felt in ways which we shall not like. There is no doubt of the existence of all necessary legal power in the Na tion to deal with the Japanese question as it sees fit. It will be. best for us not to invoke the exer- oise of that power, We are not now suffering in any way which justifies the risk:"If that be ba
