A Change of Tone. The Kuo Ming Tang is evident ly realising the folly of its ill- judged opposition to the President" and the Loan, and its change of attitude, now asserting itself, may be welcomed as a good sugury. We are now informed that the Rola objection to the Loan was that the signing of the contract had not first been approved by Parliament, that the loan itself is really the correct thing for China and that in fact it is not big enough. In its bitterness the Kuo Ming Tang obviously miscal eulated its power to sway the people and realisation of this important fact" now finde, th members of the party willing to adopt a conciliatory attitude. If the inflammatory writings in the party press-mostly concouted in Shanghai-had had the desired effect, China. would doubtless have been plunged into a second revolutionary war, much more dis- astrons in its consequences than that which disposed of the Man- obus.
