The Needs of South China.
There has been a lamentable recrudescence of robberies and piracies in the deltà as well as inland, and it cannot be deniąd that the highest standard of efficiency may not yet have been reached in regard to the police

be charitable towards mon who are struggling to evolve order out of chaos, and who, to impose any knowledge of law upon the masses, are confronted with difficulties peculiar to a country-side inhabit- ed by a most primitive possant people. When the larger ques- ions of national importance have been solved, and the fires of poli- tical partisanship do not burn so fiercely in Peking, the loyal and patriolic band of administrators in China will to able to turn their attention to the needs of indivi- dual provinces. Enlightenment has to conquer prejudices, and the visitations of officials must tend to allay suspicion, and dispel that resentment which exists to- day in so strong a degree in some of the southern provinces.

The Royal Corps of Naval Constructors.
When a young man has passed through a long course of training, practical and theoretical, the dock- yard workshops, and in the Royal · Naval College, Greenwich, the reward of a salary of $150, is a very indifferent one. Young men of promise and of that active and determined temperament which ensures success in after life may prefer to look out for an opening in private works, taking a course of naval arcbitecture at one of the provincial universities or colleges; the professora of naval architecture in which are past members of the corps. The consequence is that, unless there is further induce- ment for young men to enter the corps, and for, experienced mem- bers to continue membership, we may find that, instead of the most promising youth of the country being enticed to the work of mainmining the efficiency of the materiel of the Navy, they will be absorbed by the private estab- lishments, where individual ability is more readily and ade. quately renumerated.

The Oplum Question.
The worthlessness of Treaties and Conventions with China is once more demonstrated by the tearing up of the Opium Agree ment of 1911 between Great Britain and China. Chinese Oficials, encouraged, if not in- stigated, by missionaries who appear to love self-advertisement, have openly disregarded and defied the terms of an inter- national agreement and a weak and supine Government in Lon- don has been content to allow itself to be treated with contempt.
