"We do not recognize as effective the notion of the Govern- ment in signing the Quintaple Loan, because it has never been passed by the National Council and therofcre such action is a transgression of the law and the loan shall not be effective."

A Committee of Inquiry,

Peking, April 29. The Senate, to-day, requested the attendance of the Cabinet to explain why the loan was signed, but Chou Hsueh-hai had gone to Tientsin, while Chao Ping-chun sent a note stating that he was £11.

A member of the Kunghotang asked by what authority Chang Chi and A. T. Wang had tele graphed to the Tatuhs about the loan. The President stated that they had done so in their pri- vate capacity.

The point as to whether the Provisional Assembly had receiv- ed an assurance that Chou Hazel- hai would refer the final contract of the loan to the Assembly was then discussed, and a special committee was appointed to in- vestigate the question, as it ap- pears that no records were kept at the secret meetings of the Pro- visional Assembly.
