The Californian Legislation. It has been argued that as Japan is still withholding the right of land-ownership from" aliens, she has no claim to demand the right in other countries for" ber nationals, The withdrawal' of a right on short notice under provisions with leave no recourse is a different thing, however, from the withholding of a right, and, moreover, it would obviously be unfair that Japan should be asked to grant all American citizens the right of land-ownership without receiving a similar right in return for her nationals. Under present circumstances the Federal Govern- | ment is not in a position to grant this right, the power being in the hand of the individual, States, who are not' likely to hand over their privilege to the Central Government. The other, alternative is for Japan to enter into arrangement with the individual States, but this is an impossibility, as they have no power to form agreements with foreign Powers. It is doubtful even whether in granting rights of land-ownership to nationals of countries which give the same right to Japanese, Japan could legally make any distinction bet- ween the citizens of the different States in the American Union. The position of Japan is thus & very difficult one, and much sym. pathy must be expressed for her nationals in Californis, who are likely to prove the victims of an acote attack of racial prejudice.

A Suggestion, We have known the "speeches" at a wedding reception to be read from carefully prepared notes. Such is the state of public speak ing in this colony that the short- hand writer need scarcely sharpen his pencil. It would be an excellent thing if the young of the colony would cultivate diligently the art of public speaking. It would develop independence of thought and lucidity of utterance. One of the best services our. senior, educational institutions could render is to encourage and instruct the boys in the expres. sion of their ideas in public.
