In actual practice it might be etated that when coal was supplied to the steam plant at the price of 10s. per ton, the sun-power plant could compete with it; when the coal cost inore than 108. per ton, then the sun-power plant made a profit.

The Loan Signed..

After the revenue collection of the Salt Administration becomes sufficient to cover the service of the loans, the monthly contribu- tions from the provinces are to be suspended. When the revenues of the Salt Administration have been maintained. for three successive years at a sufficient, figure, the provincial. liabilities are to be finally released. The term of the loan is to be fifty years and repayments, commence with the sixteenth year. After the lapse of fifteen years, the Chinese Government may give notice to redeem or convert the outstanding amount. The fore- going is a brief summary of those provisions of the Loan Agreement which are of general interest. In most other respects the lines of previous Loan Agreements are adhered to. There is no question that the signing of the loan les sens the peril of internal disturb- ance and brings the new Govern ment much nearer to recognition by the Powers then hitherto, While it cannot be held that the acquisition of the Loan removes ; 3. all the troubles which afflict China at this critical period in her national history, it accom plishes this much, that it released the Government from its most serious embarrassment, the look of the funds so much needed to to enable it to set its house in order.
