Reforming the House of Commons.

We can hardly believe that an, intelligent electorate can be so misguided as to clamour for the kind of talk with which we have lately, become so tragically fami- liar, says the "Standard." But there is, decidedly, a very general feeling that the House should be made a more efficient vebicle for real debate, which is a very different thing. Formis should be given greater elasticity and flexibility, it should be less easy for the Government to evade inconvenient criticism; and some means should be provided to allow the private member. to resume his ancient and useful function, that of ex- pressing the real views of the oleotora, whether or not they hap pen to be welcome to the Govern- ment of which he is ordinarily a supporter. We hope that if, at .ocme probable after Me. Asquith's sympathetic observ ations, a committee is appointed to go into the question, it will not simply touch the fringe of the subject, but will forward pro- posale calculated to make the House of Commons a really business-like assembly.

These figures will show that the value of the products raised by Japanese representa about 38 per cent. of the total value raised in California, the total value of the agricultural produce raised by Japanese last year exceeding a $21,000,000. According to the opinion which finds expression in Japan, Japanese industry in California will be destroyed foot and branch by the new legisTM lation. Eome attempt has been made to show that the measure is· 8 violation of the Treaty between America and Japan; but as aliens are not allowed to dequire land in fee simple in Japan, that contention will be difficult to establish. We are told in to-day's telegram that in American political circles it is considered that before Japan can effectually lodge an objec tion to the measure it will be necessary for her to extend to Americans resident in Japan the right to own land in fes simple. At present no foreigner can buy outright even sufficiant land to build a house apon; în Japan; but a more liberal polic on Japan's part in this respect would do nothing to abate the
