The Fluctuating Dollar. It is not before time, as WO stated, that something should be done to mitigate this genuine grievance, and we are cartain that the announcement will be received with pleasure that "the Lorda Commissioners of the Treasury |have 'sppointed a Committes to inquire into the arrangements in force as to the mode of irauing the dollar in the East in, order to Boure the equivalent of sterling in local currency." Thị arrangements in force appear to be the arrangements that have existed for a very long time; and which have frequently been the cause of much hard- ship on all--and particularly those of the lower grades of the Army and Navy in the East, especially in the absence of | Colonial allowance.

Now, however, there seems to be some hope of the question being seriously considered and, we trust, some remedy recom mended and adopted. The mem- bers of the Committee appear to have been well-chosen, and it may be safely concluded that an exhaustive inquiry will be made and, if found necessary-which we doubt not a remedy found to remove the hardship that prevails.

European Military Rivalry, Germany is increasing the peace footing of her army, France is adopting the three years' service system with enthusiasm and re-arming so as to offer the most determined resistance. Such unneighbourly feeling between two great civilized nations is inexpressibly sad. On wider scale the same thing is occurring with other great Powers. Austria- Hungary and Russia are the most important, Germany is bound to help the one and France would. never desert the other.

Thue. for. no reason that would atend investigation, might an Armageddon be precipitat ed. If Lord Roberts had his way the example ret on the Continent would be followed by Great Britain, Though ehe has no interests on the continent of. Europe that her navy cannot pro- teot. Great Britain suffers from fear of invasion. The military rivalry which is proceeding with refreshed energy in Europe un happily indicates that a thorough- going world's posco is still a long way off. The situation at the Fame time is rendered farcical by the oft reposted declaración made by all parties in the game that they are, embasd with the most peaceful desires.

India and Protection. Sir Guy Fleetwood Wilson, while admitting that Indian opinion favoured protection, con tented himself with begging for further dispassionate considera tion of the intricate and delicate issue of a question so vital to Innia's prosperity, and the motion was eventually withdrawn. The debate sheds no interesting light- on Indian opinion on the ques- tion, and even Sir Guy Fleetwood Wilson could not disguise that the development of Japan on Western economio lines had deaply affected India, and that if China at some future time should follow the example of Japan, the effect on the balance and adjust- ment of India's trade might be incalculable. There is sufficient uncertainty about the Anancial falare of India to make the ques tion one of vital interest to the Dependency, but the advcostes of protection will find much food
