One of the reasons why cons spiracies continue in India, and why the orowning crime of all→ the outrage upon the ViceroyTM- remains undetected, is not only because the law is weak but be- sause every attempt to strengthen the law mests with strenuous opposition on the part of those who, from their outward preten**. sions and oftquoted expres sions of loyalty, should be the first

the assistance of the Government. One could imagine on the other hand that they would welcome every measure which would make conspiracy more difficult, and |from their knowledge of the working "of the Oriental mind would be eager to suggest how to copo with the evil. Suggestions' are not forthcoming, however, only denouncement of the most bitter kind and a hampering of the Executive to the extent that one would almost think they want the criminals to go free.

The Provinces and. Peking. It is, moreover, just the most progressive Provinces that show the greatest tendency to indepen dence of Peking, but it is in those very Provinces that the elections have been taken most intelligent- ly. This being so, we cannot persuade ourselves that the people. of Kwangtung will refuse obedi- ence to laws passed by the Peking Parliament on the ground that they were passed by the votes of other Provinces against the wishes of the Cantonese representatives. Should they adopt an attitude so contrary to the whole spirit of representative government-al though, as we have already point- ed out, we see no reason for con- tamplating so lamentable" an oo- currence-they would only succeed in destroying the efficiency of the national Parliament and so anni- hilating the bond of union

Unrest la Peking.

As we have frequently stated in this column, Yuan Shih Kai is the strongest man that Chine possesses at present. He is a man of consummate taot, if not of first-rate ability. He has passed through some critical episodes and to day stands higher than over in the estimation of the masses of his countrymen and. with Foreigners the world over. He is the only possible, candidats for the Presidency in the present condition of affairs, as it is obvious that by his election being confirmed which, fortunately, notwithstand- ing mischievons activity in certain quarters, seems highly probable -China will have her only chande of building upon the foundations that have been slowly laid dur ing the past year. We sincerely hope, in common with

all who have the true interests of China at heart, that Yuan Shik Kai will be confirmed in the important office which, he has held with honour and credit to himself and | his country during the past year.
