Another factor whjob Mr. Uar- leten omits to mention is the de-. preciation in the value of the ubaidiary currency oiroulating in she Colony. The bearing of this on the cost of living is too often overlooked yet it is plain that if it was necessary for the shop keeper to raise the price of his goode when the dollar fell in value, it was equally necessary for him to raise it-sufficiently to cover also the additional depreciation of the dubsidiary ooinage resulting from over-isano. So far as the cost of living is af fected by the increased cost of labour and the increased cost of. commodities, if we could reckon this apart from the enhanced rentals there is probably little difference between condition in Hongkong and Shanghai. The im periant, the dominating, factor in the whole question is house rent, which in the last decade has in- oreased 50 to 100 per cent. This is the factor which governa all others. If the storekeeper's rent is doubled, he pays it by increa sing the price of the commodities to the consumer; if the labourer finds his rent and the price of his necessities increased, he must per force demand higher wages; again, the employer say, the baker or the shoemaker-must raise his charges to the customer for the samme reason. And so it goes on.
