a boycott of Japanese goods has been maintained in" the city of ... Manila by Chinese. A boycott is illegal in the Philippines and punishable by local laws. It does not matter what, motive is behind the boycott. Whether the boycoltors claim that they are moved by patriotism or not, the laws of the Philippine lalanda prohibit its propagation. Individual absentcation of patro- nage might be pursued by any man, but the law makes it oriminal to participate in en illegal combination to restrain trade or injure manufacturers. Apart from the disgraceful atti- tade taken up by the agitators towards their Consul General, it is necessary that, some way. should be found to frustrate the koavish tricks so readily prac tised in recent years by the Chinese. On the slightest pre- text a boycott is promoted, and so strong a band exists between the Chinese all over the world that its effects are disastrous.
