Naturally, there must some frim of government, but the ex perience of democracies certainly warrants the inference that it private business enterprises were condunted on the lines of some governments, they would soon have to be placed in the hands of a receiver. Naturally, too, the higher the moral status of the individual oitizen the more effi cient and honest will the govern ment be as a rule, and so, tos, will be the business porations of aststo which public ethics are upps a higher plane; but, on the other band, there is very little to show that the elimination of competi tion is calculated to raise the standard of either individual or collective ethics. On the con* trary, competition would seem to. be, as Father Vaughan recently put it, of the very sinew of life, and while the equality of oppor tunity of which the followers of the Marx-Engels school love to discourse may appear a desirable thing in itself, it is incapable of practical roalization while human nature remains what it is, for the subjectivity of the individual will. make of objective opportunity something different in every case..

The Pienma Dispute. A copeiderable force of British and Indian troops has lately been concentrated for manoeuvres at Miyothit, in the Bhamo distrios, and are thus within easy march ing distance of the disputed ter ritory of Pienme. When China's sovereigaly in this district was disputed two years ago, it was reported that the Chiness Govern ment were quite agreeablo to conceding the territory to Great Britain on a leaco "similar to that which governs the German occupation of Tsingtau "a Th port which brought from the Pro- vincial Assembly of Yunnan A memorial to the Throne represente ing that the report had caused considerable alarm, as it was feared that once Great Britain Jobtained afnothold at Pienma she would gradually extend her sphere of influence to Yunnan, Szechuan. and Tibet in the same way that the whole of Shantung had passed under German influence since! she acquired a lease of Kinochow. This, as we remarked at the time, is exaggerated nonsense. Great Britain's only aim and interestin the district can be but to protect her frontier from menace and to afford, security for her frontier trade. In view of the very dis turbed conditions on the western borders of China the Government at Peking cannot in the cironm stances object to the occupation of this disputed territory.o 145
