JURY REFORM.
This is a reforming age, and it need not therefore be wondered at that the British system of trial by jury, whose origin is wrapped in obsenrity, is nowadays being subjected to very pointed criticism from many quarters. Indeed, a Committee of Enquiry with Lord Mersey as chairman has considered the whole question quite recently, and we note from Ilone exchanges that this Committee is about to report on such mattors as the constitution of juries and conditions on which, in civil cases, a special jury is allowed'; qualification and mode of selection; preparation of lists and summoning of juries; conditions of jury service, oto. Those hends comprise the princip terms of reference, and it will be admitted that they are wide enough to secure a searching and most comprehensive treatment of the question.
