We must believe that if the Chinese Republic is to be con sidered an effective government at all, things have nearly reach- ed the limit here. Only daily hears of roving hands of well armed men, 200 to 600 strong, They appear at a village, sweep it morrow. If a body of soldiers that is too strong for them #p- pears, they socrete their arms and take a basket and hoe and play the role of suffering citizens. No one dares to inform for fear of death at the hands of the fraternity. If the soldiers are few they are flanked and routed. A good many soldiers have been killed and they in turn have burned out a good many villages that were used as cover. Every town has its bome guards and in the worse sections towns of 160 families will keep 120 men on guard awake all night."

Ransom and Torturs

Daily, people are carried off and held for ransom. The wretch- es demand, in money, all the viotim can borrow, with his pro perty as collateral. A fifteen-year old boy at Chiheken was carried" off and held for 90,000 cash. His parents were poor and sent word that they would have to lose their son, they could not raise the amount. The tormentors, thres- tened and, maltreated the son to make him plead for releaso. It was only after sixty-four days of negotiations that he finally re- gained freedom, on the payment of the 90,000 cash. It is said that he came home soared into imbecility.

There are other effective ways of raising money. One is to take a pound of pork and present it to a well-to-do family, with the signi- ficant remark that So-and-so needs $5. As there is no way of resisting the desperadoes that would not cost much more, the
