Kusbeloff, the author of Mongolia and the Mongolian Question," mentions the conten tion that "it is an absolute necessity, and, indeed the only tesue out of the present political conjuncture, to annex to Russia, Mongolia and the northern part part of Chinese Turkesten, as far as the Great Desert of Gobi, tracing the frontier ulọng the line of the mountain chain Tiad Shan, and further eastwards tɔ the town of Tao-nan-fu." The author fally concura in that view and expresses the opinion that Russia's politico-strategical task lies entirely in depriving hing of every possibility of advancing towards Russia's bord- ers and getting a hold there. 43.

China's side of the question, we have never before seen it re presented that to her it is a mat- ter of life and death to keep open for colonisation her vast terri tories beyond the Wall. Although the commonly received estimate uf China's population is some 400,000,000, every traveller agreea that it is only in the most highly favoured dis tricts, like the fortile valleys of the Yellow River and the Yangle, hat the density of population aproximates that of some European countries. There would seem to be abundance of room in China Proper for every son of Han, if the country were properly govern ed and developed. In our opinion China's opposition to the alienas tion of Mongolia is inspired by sentimental rather than economið reasons. The permanent separa sion of Mongolia from the great Republic is a grievous blow to the newly constituted State. It in volves a change in the Rag, and the affront is so serious that it oan never be forgiven. Elence. an appeal to the sword is inovic able, and it would seem from the military morements in the neigh- bourhood of the frontier that serious trouble will break out at no very distant date.
