Had Sir Edward Grey forgotten that Sand was the ex-Shah's Prime Minister and Minister for Foreiga Adair's, and generally his right-hand man after the coup d'etat of 1908; that, when the Nationalists victoriously entered the capital in June, 1909, Saad took refuge at the Russian Legation with the ex-Shah; and that his name figures largely in the protocol of 1909 which provided that certain staunch partisane of the ex-Shah, specifically named, were to be banished, never to return?
