Even supposing that the Heang shan distriot were provided with a railway, it is doubtful whether it would have is terminus in Macao, in preference to Malachow, for example, and even if the terminus were in Macao, the Har bour Master did not anticipate that it would divert trade to "the Colony from Canton. Maybe not, but a railway through the Heung- shan district would not fail to de- velop that territory and be to the advantage of Macao. It is for the people who finance the enterprise to satisfy themselves as to whe- ther sufficient traffic in goods and passengers could be developed to. make the line remunerative. In the Memorandum to which we have referred it was, laid down that Macao must depend for its prosperity on the develop- ment of the surrounding country, because the influence of Hong- kong 88 a trade depot is irresis tible. With this conclusion few, we think, will be found to dis- agree, and a very apposite fact in. support of thir conclusion may be found in another part Memn- randum, where allusion is made to the expectations formed when Kongmoon was added to the list of Treaty ports, in 1904, The opening of this was expected to have a highly beneficial effect on tlie trade of Macao, but notwith- standing that Kongmoon is only. 43 miles from Macao and over 70 miles from Hongkong, practically the entire trade, of the port is with Honkong, Steamship ser vice between Macao and Kong- moon has ceased, and to day the communication between those two. ports is maintained by one junk!
