The Philippines Question. A Singapore contemporary rom cently expressd the view that the true line of advance would be for an international protectorate to be, declared, and the United States loft-to carry on as delegate of the Powers. This would relieve the United States of responsibility in the way of defonding her possos- eion, but we doubt very much whether the Powers would will- ingly undertake to protect the Philippines unless it were proved to their satisfaction that the Fili- pinos posseaand the capacity for self-government and could safely be left to administer the affairs of the islandson enlightened and pro- gressive lines. Moreover, proteo tion by the Powers would neces- sarily entail considerable modific ation of America's present com mercial privileges, and in that event, it is improbable, we think, that the people of the United States would, for long, consent to carry on as the delegate of the Powera. American citizens have built up very solid interests in the islands and the gift of independ- ence to the Filipines would not relieve the American Government of the responsibility and risk of war attaching to the protection of those interests.

The Servant Problem. It is a sad reflection on the law and powers that the means of checking a practice which defies all agreements as to notice and has no regard for kindness, con sideration and a high wage are so limited na to be totally ineffec tive. Evidently the guilds have the upper hand; and for all that the Government attempts to do, they mean to keep it, and those who have been under the heel of a guild know full well that sen- timent has no place in its opera tions.We are glad to note, never- theless, that other centres which are almost as much dependent apon Chinose labour as Hong- kong have worked out a way of overcoming the difficulty. Ipoh, for instance, has had a recent agitation in this connection and if we may judge by correspon dence in the papers, not in vain, for there is very likelihood of the Government adding to the now Labour Code a clause 're- galating the employment of domestics. The wave of con- troversy has rolled on its billowy course beyond the four corners of the F.M.S. and Straits Settle- ments, writes a correspondent, who then proceeds to quote terms. received by him for the benefit any who may feel disposed to import their domestics,

It is, how- ever, & gratifying factor that not- withstanding the fact that they SO heavily hit, the great business of "Lloyds' comes out of the misfortune with name and fame untarnished and their reputation for honour able dealing in the mightiest of transactions, as in the smallest, still pre-eminent for their incor- ruptible integrity. The telegram states that every claim against "Lloyd's" was "promptly and fully met." We should have been astounded had it been otherwise, for the nameand fame of "Lloyd's" are such that not only Britons but business. men the world over. nover associate with it anything but business transactions of the most honourable character..
