China's Art Treasures. The palaces and the precious contents are now being watched and proteoted by the soldiers of the Republic even more zealously than by their predecessors. Pre- sident Yuan Shih Kai has public- ly announced that as the contents of the palaces, in Peking and Mukden as well, are the Nation's property they will be guarded as such. It is difficult therefore to see how the contents of these palaces, could have reached the auation rooms in London. Chinese collectors have ing recent years become enthusiastic, which has made it increasingly difficult for the foreign collector to obtain anything of real historio value and certainly not in quantity sufficient to warrant an- nouncement. of the "most sen- sational sale of modern times." Chinese collectors have begun, to realise the true value of ancient porcelain. Their tastos are now÷ adays not confined to porce lain. The paintings of the ancient masters, pictures which formerly could be purchased for a few hundred dollars, are highly prized and doubtless will in a few peare hence be valued at thou- sands.

We all know, (continues the "Times") whatever some of us. may say, that voluntary enlist- ment has broken down. We know that the Regular Army is not large enough, and the Territorial Force a sham. We know, in fact, that compulsory service for a seri ious period should be faced. without delay," With facts there need be no dispute; but are these statemente facte? Has "voluntary enlistment "broken down? We re at present anable to give the a categorical donial, to statement, and all we shall say, therefore, is that we very much doubt its accuracy. Of course, it can easily be agreed to or refuted by inquiry in the proper quarter. Not long ago, Col. Bee- ly, Secretary of State for War,' made a clear, almost an emphatic statement to the effect that con- seription for Great Britain was as far away from realisations a ever. On more than one occasion recently the admirable qualities of the Territorial Force have been judiciously praised by others be- sides Lord Haldane and other statesmen In the face of these facts the statement that "compul sory service for a serious period should be faced without delay!! is ridiculous and might become mischievous.

Membership only involves a liability of one dollar a month, and yet the total amount of subscriptions received last year shows that not fifty residents can be counted na subscribers to this most useful philanthropie organisation.
