In the House of Commons, on December, 11. Mr. Norman Craig arked the Secretary for Foreign Affairs, whether he was aware that the monopoly accorded to the Hongkong and Shanghai Banking, Corporation in finance in China had carried with "it the practical monopoly of railway loan con- tracts to the Bank's agents and partnere, Messrs. Jardine Mathe son and Co., and their associates; whether these railway loan con- tracts stipulated for a commission, generally 5 per cent., to be paid to Jardine Matheson and Có, on the nvoice value of all material purchased for the railways; who-people from ther he was aware that besides being contractors under the loan agreements Mesure... Jardine Matheson and Co were also sole agents to firms of locomotive and carriage builders, &c., and in this capacity received a further com- mission on goods supplied for the railway contracts; whether he was aware that thus placed, Messrs. Jarine Matheson and Co. were enabled to receive commission for buying the material; whether this practice was the subject of complaint to His Majesty's Lega- tion in Peking; and whether any, and what, action was taken by His Majesty's Government in
consequence.

Sir W... P. Byles was under- stood to ask whether it as the policy of the Government to tax the colonies for Imperial purposes.
Mr. Harcourt: As I have said before, the Federated Malay States are not a "colony."
Mr. Scott asked what was the total population and the total revenue of the Federated Malay States.
Mr. Harcourt :-The total re- sident population, according to the census of 1911, in 1,036,999. The revenue for 1912 is orpected. to be $37,000,000,
Mr. Scott:-Will not the cost of this gift on those figures amount to over £2 per head of the population?
HARBOUR OFFENDERS
Mr. Harcourt-I do not admit that it will amount to anything of certain mannfacturers of rail-per head of the population. It will way materials, were naing their amount to a good deal per head position in an unfair manner and of the owners of the rubber, and to the detriment of other British tin shares in the Federated Malay firms. The matter was carefully States. (Hear, bear.) inquired into at the time, the ox- planations given were considered satisfactory, and the firm which took a landing part in raising the question, intimated that they did not wish to press it, The qu estion was agniu raised in another form in the the autumn of 1911, and the specific case was again investigated, with the result that the firms concerned expressad themselves satisfied with the steps taken by His Majesty's Govern ment.
Mr. Norman Craig asked the Foreign Secretary whether the British Minister in Peking refused his support to another British firm in regard to railway con- tracts on the ground that that ear-marked for business Mora. Jardins Matheson and Company, and, if so did he do so with the sanction of His Majesty's Government.
